Perinatal quality collaboratives (PQCs) are clearly designed to focus on improving the health and health care of the women and infants in their regions. Full participation in a PQC’s quality improvement (QI) initiative is the first step. This is the focus of the NNPQC Improvement Methods Affinity Group’s first white paper on measuring hospital participation in a QI initiative. However, participation in a QI initiative is not sufficient to improve overall population health. PQCs also need to clearly focus on how well participating hospitals are implementing the PQC’s QI initiative or change package. This is the focus of the Improvement Methods Affinity Group’s second white paper: A Framework for Measuring Hospital and Other Site Implementation of a Perinatal Quality Collaborative Quality Improvement Initiative. This white paper describes ways PQCs can measure hospital implementation using the IHI Breakthrough Series Assessment Scale for Collaboratives.
